Medical Council Launch Targeted Consultation on New Ethical Guidelines in preparation of the enactment of The Health (Regulation of Termination of Pregnancy) Bill 2018

Friday, 16th November 2018: The Medical Council has invited all registered Medical Practitioners and partner organisations to participate in a consultation in advance of drafting revised ethical guidelines in preparation for the enactment of The Health (Regulation of Termination of Pregnancy) Bill 2018.

The Medical Council appointed an Ethics Working Group to specifically review and advise the Medical Council on any required edits to the Guide to Professional Conduct & Ethics for Registered Medical Practitioners. This group, which has been working for a number of months, is now seeking input from doctors and key stakeholder groups to inform the work of the group.

Chair of the working group and member of the Medical Council, Dr Suzanne Crowe, said “We want to ensure that the guidance we provide is inclusive, relevant and useful. As a starting point in our review process, we would like to receive feedback from registered doctors and partner organisations about how we can improve our current guidance in light of the new legislation and amendment to the Constitution.”

“Providing ethical guidance to doctors is one of the key functions of the Medical Council but it is important that this is an inclusive process, which is why consulting with the profession is so important to us.” concluded Dr Crowe.

Four sections of the Guide to Professional Conduct and Ethics for Registered Medical Practitioners are being reviewed in advance of the enactment of The Health (Regulation of Termination of Pregnancy) Bill 2018, namely “Section 7 Dignity of the patient”, “Section 8 Equality and diversity”, “Section 48 Abortion” and “Section 49 Conscientious objection”.

Following this consultation, the Working Group will prepare revised guidance for consideration by the Medical Council and the revised guidance will go to consultation again.
