Report on the Inspection of Intern and Specialist Clinical Training Site - Regional Inspection of Saolta University Health Care Group

The Medical Council has published the first reports into two sets of inspections carried out in four Hospitals across the Saolta University Health Care Group as part of the Medical Council’s quality assurance role in medical education and training. The purpose of each inspection visit was to assess if and how each clinical training site is complying with Medical Council standards for clinical training sites.

The four hospitals were inspected in 2017 to assess compliance with two sets of standards, one for interns and the other for specialist trainees.

Four of the six clinical training sites in the Saolta University Health Care Group were visited, namely:

  • Galway University Hospital
  • Letterkenny University Hospital
  • Portiuncula University Hospital
  • Sligo University Hospital

The Medical Council is obliged under section 88 of the Medical Practitioners Act 2007 to inspect all sites where intern and specialist training is provided.

The Assessor Teams comprised Council members, Council Executive and External Assessors with a relevant background/interest in medicine and/or medical education/training; and included medically-qualified and non-medically qualified persons, representing public/patient interests.

The Assessor Teams comprised Council members, Council Executive and External Assessors with a relevant background/interest in medicine and/or medical education/training; and included medically-qualified and non-medically qualified persons, representing public/patient interests.

In 2018, nine sites across two HSE Hospital Groups – the Dublin Midlands Hospital Group and the Children’s Hospital Group – will be visited. 

The Team’s remit was to assess the levels of compliance of clinical sites where intern and specialist training is provided in line with the following documents:

  • Medical Council ‘Standards for Training and experience required for the granting of a certificate of experience to an intern’ (approved 9th September 2010, revised 14th April, 2011),
  • Medical Council ‘Guidelines on Medical Education for Interns (approved 19th October 2010, revised 14th April, 2011)
  • Medical Council criteria for the evaluation of training sites which support the delivery of specialist training’ (approved 17th July 2014).

The Saolta Hospital Group sites were visited over a two‐day period on 4th and 5th May 2017

The South/South West Hospital Group sites were visited between 16th and 23rd November 2017.
