Candidate Biographies

Candidates have provided the following biographies.

Dr Mai Mannix (Registration Number 011309)

Dr. Mai Mannix is Regional Director of Public Health in the Mid-West, since 2014. She leads the public health team for the population of Limerick, Clare and North Tipperary and is a member of the HSE Mid West Executive Management Team.

Dr Mannix is a graduate of UCC and has completed both higher specialist training in Public Health Medicine and vocational training in general practice in Ireland and the UK.

She is currently chair of the Limerick Region Health Oversight Group. This is a multi-agency group, planning to implement the first Health Equity Region in Ireland and address health inequalities in Limerick city in the first instance.

She led the Mid-West Public Health response to the Covid -19 pandemic from March 2020 and the National Response to Covid in Meat Processing Plants (MPPs) for Ireland, developing the first guidance for management of Covid in MPPs in Europe. She led the development of the first regional pandemic public health communications in the country.

Her interests include addressing health inequalities, chronic diseases especially diabetes, environment and health, and workforce planning.

Dr Ina Mary Kelly (Registration Number 011181)

Dr. Ina Kelly, Consultant in Public Health Medicine/ Medical Officer of Health, Lead on Environment and Health, National Health Protection Office, Public Health, HSE.

Ina studied Medicine in University of Galway (MB, BCh, BAO), trained in General Practice in Australia (Fellowship in the Royal Australian College of General Practitioners), completed Masters in Public Health in UCD, completed higher specialist training in Public Health Medicine(MFPHMI in RCPI and CSCST0, including in Cork, Tullamore, Department of Health Dublin and World Health Organization (WHO), Geneva and is a Fellow of the Royal College of Physicians of Ireland.

Ina has worked as a Consultant in Public Health Medicine mainly in Health Protection/Health Security in the Departments of Public Health in HSE South West and HSE Dublin and Midlands, with a particular focus on Environment and Health, including protecting the population from the adverse health impacts of Climate Change. In 2023, she took up her current position as Consultant in Public Health Medicine in the HSE National Health Protection Office, leading on developing the Environment and Health programme.

Ina is a member of the Climate Change Advisory Council Adaptation Committee, and has been a long-time member of the National Adaptation Steering Committee led by the Department of Climate, Energy and Environment. She is a member of a number of departmental expert groups relating to hazards such as Radon gas and air pollution gases, and environmental exposure pathways such as drinking water, urban waste water and bathing water. Ina is also the CPME (Standing Committee of European Doctors) Rapporteur for Environmental Health and Climate Change as well as for Nutrition and Physical Activity and for Alcohol, Tobacco and Drug Control. Ina is also Treasurer of the Irish Medical Organisation.
